A mystical hymn dedicated to Varuṇa alone, celebrating the god as cosmogonic creator and shaper of the world—both spatially, by measuring out the primordial cosmic domains and holding down and apart the cosmic realms (esp. vss. 4, 10), and temporally, by regulating the nights and days (vss. 3, 10). The sun and moon as his deputies function at the intersection of the spatial and temporal (vs. 9). The god is also presented as holding both human and natural phenomena within his encom
passing physical protection (vss. 1cd, 3ac, 4de, 7abc).
The hymn seems to have a loose omphalos structure. Verbal correspondences in verses 2/9 (especially the “seven”) and 3/8 (ní √dhā “deposit” and feminine plurals) provide a weak ring (see also the “three” in vss. 3/9 and “embrace” [pári √svaj] and “envelop” [pári √mr̥ś] 3/7). And the two middle verses, 5–6, the omphalos proper, point to the hymn’s cryptic message—the creative power of poetry and of the knowledge and control of words, especially names.
Varuṇa’s later association with the waters is evident in several hints in the hymn: his closeness to the rivers in 2d, who are also his seven sisters in 2e and the seven over which he has control in 9e, and his identification as “a secret sea” in 8a. The waters may well be the referents of the unidentified feminine plurals in 7a and 8c.
Much remains unclear in this hymn, however, and we do not claim to have pen etrated all its many mysteries. One of the most obvious, but perhaps least interest ing, puzzles is the relevance of the jaunty and bloodthirsty Nābhāka refrain to the high-minded and solemn contents of the hymn.

हे स्तोतः सु प्रभूतये प्रकृष्टधनाय अस्मै वरुणाय विदुष्टरेभ्यः विद्वत्तरेभ्यः मरुद्भ्यः च अर्च स्तुहि । यः वरुणः धीता कर्मणा मानुषाणां मनुष्याणां पश्वः पशून् गा इव रक्षति । सिद्धमन्यत् ॥

if one is favored by it the bhrAtR^ivyas are slain.
The verse though simple is simply misunderstood and mistranslated by most (for example the ridiculous translations of the Germans Grassmann and Geldner as also sAyaNa’s incorrect idea). What they do not realize is that the verb rakShati has two meanings : 1) protect 2) To keep watch. The second meaning is critical to correctly understand this mantra. Its prayoga can be successful only with this latter meaning taken into account.

I supply sasvaje with the pári in c, on the basis of pári ṣasvaje in a. Geldner and Renou construe the pāda without a verb (e.g., Geldner: “er ist rings um die Welt sichtbar”). This is possible.

The hapax sáptya- is problematic. Most (though not Geldner) take it as a derivative of saptá ‘7’ (e.g., Renou ‘la septuplicité’, a fine coinage) and point to Varuṇa’s 7 sisters in 2e. His control over the 7 in 9e is perhaps more relevant. Geldner tr.
“treue Freundschaft”; though he does not comment, he must derive it from sápti-, though the standard view of the meaning of the latter is now ‘team’ and those meanings seem quite distinct. If the word belongs with sápti-, which I think more likely than a connection with saptá (though 9e now gives me pause), it should mean something like ‘teamwork, cooperation’. The problem is that in this hymn Varuṇa is credited with doing everything on his own; his usual companions, Mitra and Aryaman, are absent. I therefore tentatively suggest that it is based on a syncopated form (sa-pti-) from a putative *sa-páti-, hence ‘joint leadership/lordship’ à ‘leadership, master-ship’. This is a very fragile suggestion, I realize.

The iva in the simile is also displaced to the right, as in the previous vs. The simile is also more complex than it first appears. The obvious way to render it is “In whom are fixed all poetic arts like the nave in a wheel,” with Varuṇa the wheel and the poetic arts the nave, but the more likely image is that the spokes are fit into the nave – with Varuṇa the nave and the unexpressed spokes the poetic arts.
I have no idea what or who tritá- stands for.
The images in de are also somewhat skewed. Geldner takes the two pādas separately, with d a nominal sentence with infinitival saṃyúje as predicate, despite the yoking vocabulary common to both pādas. He must do that because the gā́vaḥ in d must be nom., but corresponds logically to the acc. áśvān in e. Oldenberg suggests taking gā́vaḥ as acc. (as also possibly in IX.24.2, on which see comm. ad loc.). I take the two pādas together, classifying it as another example of case disharmony in a simile (Jamison 1982), enabled by the syntactic multifunctionality of the infinitival saṃyúje, yujé (with both act. and pass. readings). Scarlatta’s attempt (431) to construe the two pādas together and also account for the cases shows the pitfalls, as it wanders off into fanciful territory.

पदार्थान्वयभाषाः - हे मनुष्यों ! आप वरुणदेव की महिमा देखिये। (यस्मिन्) जिस वरुण में (विश्वा) सम्पूर्ण (काव्या) काव्यकलाप (श्रिता) आश्रित है। यहाँ दृष्टान्त देते हैं−(चक्रे) रथ के चक्र में (नाभिः+इव) स्थापित रहता है। तद्वत् उस परमदेव में स्वयं काव्यकलाप स्थित हैं। हे मनुष्यों ! उस (त्रितम्) त्रिलोकव्यापी वरुण को (जूती) शीघ्र और प्रेम से (सपर्य्यत) पूजो, शीघ्रता में दृष्टान्त देते हैं−(गावः+न) जैसे गाएँ (व्रजे) गोष्ठ में (संयुजे) संयुक्त होने के लिये शीघ्रता करती हैं। तद्वत्। पुनः (युजे) युग्य में जैसे मनुष्य (अश्वान्) घोड़ों को (अयुक्षत) जोतते हैं, तद्वत् हे मनुष्यों ! आप अपने को ईश्वर की पूजा के लिये शीघ्रता करो ॥६॥

भावार्थभाषाः - ईश्वर स्वयं महाकवि है, तथापि अपनी वाणी पवित्र करने के लिये ईश्वरीय स्तोत्र रचते हैं। स्वकल्याणार्थ उसको पूजो। आलस्य मत करो ॥६॥

यः वरुणः निर्णिजः आत्मीयान् रश्मीन् दिवा श्वेतान् अधि चक्रे अधिकरोति तथा रात्रौ कृष्णान् चक्रे सः वरुणः अनु व्रता कर्माणि लक्षीकृत्योभयविधकर्मानुगुणं पूर्व्यं धाम अन्तरिक्षं दिवं वा ममे निर्ममे । अपि च यः स्कम्भेन अन्तरिक्षेण अजो न यथा आदित्यः द्यां धारयति तथा रोदसी द्यावापृथिव्यौ वि अधारयत् विधारयति स वरुण इत्यर्थः । सिद्धमन्यत् ॥ ॥ २७ ॥
