The verse is not found in Pāipp. The comm. finds it quoted in Nakṣ. K. 17-18, in a mahāśānti ceremony called gāndharvī, on occasion of the loss (kṣaya) of a horse.

Translation
- I harness (yuj) thee with the mind of one that is unwearied and
that is first; be thou an up-carrier uphill; having carried up, then run
thou back.
Notes
The real sense of the hymn is very obscure; neither the viniyoga nor
the comm. casts any light upon it. ⌊SPP. regards the comm. as taking
utkūlamudvaho as one word;⌋ the comm. reads bhavas for bhava: and
he explains the phrase simply by atidṛpto bhava. Instead of uduhya,
the comm. has duhīya (= śatrujayalakṣaṇāni phalāni labheya). SPP.
accents útkūlam, with all the mss.; our alteration to utkū́lam is not
sufficiently motived; the minor Pet. Lex. has utkūlám, which is more
in accordance with general analogies. Fully half the mss. accent
úduhya. In our text, bháva (in c) is a misprint for bhava (an
accent-mark fallen out).

पदार्थान्वयभाषाः - [हे शूर !] (अश्रान्तस्य) अनथके (च) और (प्रथमस्य) पहिले पदवाले पुरुष के (मनसा) मन से (त्वा) तुझको (युनज्मि) मैं संयुक्त करता हूँ। (उत्कूलम्) ऊँचे तट की ओर चलकर (उद्वह) ऊँचा ले चलनेवाला (भव) हो, और [मनुष्यों को] (उदुह्य) ऊँचे ले जाकर (प्रति) प्रतीति से (धावतात्) दौड़ ॥१॥

भावार्थभाषाः - परमेश्वर आज्ञा देता है कि हे मनुष्य तू निरालसी नेता पुरुषों के समान पुरुषार्थ कर, और जैसे चतुर नाविक सावधानी से धार को काटता हुआ बलप्रवाह के ऊपर की ओर यात्रियों को ठिकाने पर उतारता है, वैसे ही पराक्रमी पुरुष सबको कठिनाई से निकालकर सुख पहुँचावे ॥१॥

टिप्पणी: १−(अश्रान्तस्य) श्रमरहितस्य (त्वा) त्वां पुरुषार्थिनम् (मनसा) अन्तःकरणेन। मननेन (युनज्मि) संयोजयामि (प्रथमस्य) प्रधानपदस्थस्य (च) (उत्कूलम्) यथा भवति तथा। ऊर्ध्वतटं प्रति गत्वा (उद्वहः) उद्वहति ऊर्ध्वं नयतीति, वह प्रापणे-अच्। उन्नेता। प्रधानः (भव) (उदुह्य) उन्नीय मनुष्यान् (प्रति) प्रतीत्या (धावतात्) धावं। शीघ्रं गच्छ ॥
